It is hard to be precise about the cost of a new web site or the optimization of an existing site as everyone's needs are different.

A large site including a client-updatable e-commerce sales database, a forum, a web-log (blog), large scale search engine and directory submissions, keyword research, link building, article consultation and submission, email ezine programme, RSS and ATOM feeds and full optimization would be likely to cost in excess of £2000.

For example you may have a target customer base (say the over sixties) which are unlikely to use RSS feeds.
